Why
- PACK: Core licenses are sold in 2-core packs; the total rounds up to a whole pack.
- R1: Per core, physical server: license every physical core, minimum 4 core licenses per physical processor. Hyper-threads and affinity masks do not change the count.

How it works
Pick the edition, then how you license it. Every result line shows the rule code behind it (R1, R2 and so on), listed under the table.
- Per core, physical server: every physical core, at least 4 per processor.
- Per core, per VM: every virtual core, at least 4 per VM. This needs Software Assurance, a subscription or pay-as-you-go.
- Server + CAL (Standard only): one server license per operating system running SQL Server, plus a CAL for every user or device.
- Pay-as-you-go: billed per core per hour through Azure Arc, at least 4 cores per operating system.
- Fail-over replicas: with Software Assurance, a subscription or pay-as-you-go, each licensed operating system gets one free passive replica for HA, one for DR and one for DR in Azure. Without those, replicas are licensed like the primary.
Core licenses are sold in 2-core packs, so totals round up to whole packs.
Worked example
The default is SQL Server 2025 Enterprise, per core on a physical server, perpetual, 2 processors x 8 cores:
- 16 physical cores, above the minimum of 4 per processor
- 16 core licenses = 8 x 2-core packs
Add 1 HA replica without Software Assurance and it becomes 32 core licenses (16 packs). Turn Software Assurance on and the passive replica is free again, back to 16. Choosing per-VM licensing without Software Assurance shows an error instead, because that option needs it.
Do Developer and Express need licenses?
No. Developer is free for non-production use. Express is free but limited to the lesser of 1 socket or 4 cores.
Can Standard run in VMs if I license the host cores?
No. Standard licensed by physical core covers SQL Server in the physical operating system only. For VMs, license each VM by core (with Software Assurance or a subscription) or use Server + CAL.
Can I install SQL Server 2022 with a 2025 license?
Yes. Downgrade rights let a 2025 license run 2022. The count follows the 2025 license, but the installed 2022 software has the 2022 Standard limits.
When is a replica really free?
Only with Software Assurance, a subscription or pay-as-you-go, and only if the replica is passive: it serves no data and runs no workloads.
